Key encapsulation algorithm (hybrid encryption). x-wing is the PQ/T hybrid KEM (X25519 + ML-KEM-768, draft-connolly-cfrg-xwing-kem); its envelope format (pqcenc.v2) lands separately — see docs/proposals/hybrid-envelope.md.
